Moorpark
Moorpark residents passed their original SOAR initiative in 1999 with 67% of the vote. Unlike all the other city councils in Ventura County that put SOAR boundary limits on the ballot in 1998 after thousands of signatures were gathered, Moorpark’s City Council rejected putting the measure on the ballot. This required residents to go out and gather signatures a second time, but not before they also had to gather signatures to overturn their Council’s approval of the massive Hidden Creek housing development behind Moorpark College. In contrast, in 2016 volunteers gathered signatures once, the City Council put the measure on the ballot, and the measure passed with 74% of the vote, one of the highest rates in the County.
